#1766 【运行时长】npu调试任务再次调试后，运行时长没有增加

复现步骤：

  1. 新建Npu调试任务，直至running。去DB查看运行时长，这个值随着时间流逝会增大。
  2. 点击停止。去DB查看运行时长，这个值不再变化
  3. 过一会儿，点击再次调试，去DB查看运行时长
    期望结果：运行时长增加
    实际结果：运行时长不再变化
