【云脑2】云脑2调试任务的开始运行时间展示的不是状态变为running的时刻

复现步骤：
1.新建云脑2调试任务，它的状态会依次展示creating、waiting
2.进入详情页，查看开始运行时间
期望结果：状态转变为running的时刻。参考需求 #1836
实际结果：状态变为waiting的下一个状态比如creating的时刻。

不予修复。这个方案是为了保证npu调试任务再次调试时的开始运行时间是准的。并且误差较小，可以接受。
