（先做方法一、方法二后续再考虑）

方法一：优化创建接口，先插记录，后调用modelarts的创建接口（出错时并没有job_id）
（1）云脑2和云脑1都需要优化，先做云脑2的。
（2）技术方案评审后再开发。

方法二：给出云脑侧没创建成功任务列表
1、在云脑侧watiing和running的任务。
2、所有时间段。
3、云脑1、云脑2和智算网络都需要。
