1、提供资源池(队列）管理页面，包括队列名称、卡数、所属智算中心等。
2、提供资源规格单价管理页面，管理算力资源规格和单价等
3、提供算力资源应用场景管理页面，定义哪些资源规格应用到哪个场景
4、梳理使用资源管理的场景，下个版本再调整。
