复现步骤：
前提条件：当前已经有1个running的智算notebook
1.对云脑2的调试任务，点击再次调试
期望结果：操作失败。提示用户只能有1个waiting或running的
实际结果：操作成功。
已有1个running的云脑2调试任务，新建智算notebook，也存在同样问题。
已解决，可测试。
