同一个账号，新建了智算gpu调试任务taskA之后，当taskA为waiting状态时候还可以继续新建智算gpu调试任务taskB。
智算npu调试任务，也存在该问题。
正式环境也存在该问题。创建了taskA之后 没入库之前，仍然可以继续创建taskB
功能优化 #2417 已经修复了这个问题。
