项目-数据集列表，按1000MB=1GB来换算的，见附件。
调试任务限制数据集大小，按1024MB=1GB来换算的。
建议全平台统一。不然会让用户有点疑惑：界面上看大小没超，但创建调试任务报错数据集大小超过限制。

上传数据集文件页面，用1024MB=1GB来换算的。
数据集文件列表页面，用1000MB=1GB来换算的。
比如同一个文件 vot2019.zip，上传页面显示1.6GB，列表页面显示1.7GB。
