【在线运行notebook】当分支名包含特殊符号比如%时，界面的新建任务按钮一直转圈

复现步骤：
前提条件：已经有1个running的notebook
1.浏览代码仓的jupyter文件
2.新建分支，命名为branch_95%
3.点击在线运行，弹出新建notebook界面。选择相同环境，点击新建任务
期望结果：等待一会儿，新建任务按钮变为调试
实际结果：等待几分钟后，新建任务按钮仍然一直在转圈。如果选择不包含特殊符号的分支，不存在该问题。

分支名包含< > ' " ; \ ` = # $ % ^ ( )字符，直接提示不支持在线运行。
