#4800 【提交镜像】删除同名镜像后提交失败提示语不准确

正式环境存在该问题。
复现步骤：
1.创建智算gpu调试任务，提交镜像imageA成功
2.再次提交镜像，使用相同镜像tag：imageA，会得到提示：镜像Tag已被使用，请修改镜像Tag。
3.删除步骤1的imageA，重复步骤2
期望结果：提交成功。或者若提交失败，则给出合理提示
实际结果：提示“提交镜像失败，请稍后再试。”。事实上稍后再试 也会失败。

启智gpu 提交镜像，不存在该问题。
