【智算NPU】镜像、规格不匹配时创建云脑任务会一直waiting

正式环境存在该问题。
创建智算NPU调试、训练任务时，
若镜像选了910b，规格选了其它，则任务都会一直waiting。
若规格选了910b，镜像选了其它，则
（1）调试任务可以running。
（2）训练任务会failed。日志报错“RuntimeError: Preprocess failed before run graph 0.”。

#4772 优化将会修复该问题。
