复现步骤：
前提：未绑定微信或者已经解除绑定
1.去项目-云脑页签，点击新建调试任务。跳转到二维码界面，提示微信扫码认证
2.拿出微信，扫这个二维码。查看微信界面
期望结果：
1.微信提示扫码成功，网页端跳转进入新建调试任务页面
2.无报错
实际结果：
1.PASS
2.FAIL。提示扫码成功的消息上方有一行文字“该公众号提供的服务出现故障，请稍后再试”
扫码绑定微信成功后，新建调试任务可以收到微信通知——算力资源申请成功提醒。
