描述：有些数据集想公开给大家使用，但是受限于开源协议，担心个别用户下载后用于商业用途。

需求：能否增加公开数据集的不支持公网下载功能，只能在启智社区内部使用（当然如果后续可以的话，只支持研究类项目使用该数据）。
