复现步骤：
1.上传数据集，新建标注任务，添加标注，导出COCO格式标注数据
2.将步骤1导出的zip文件上传，预览数据集
期望结果：
1.图片正常显示，包括标注。
2.标签列表正常显示
实际结果：
1.PASS
2.Fail
导出VOC格式数据集，在数据集预览时，标签列表是有内容的。
已修复，通过测试，关闭此单。
