modelarts配置经常需要修改镜像配置，然后需要重启生产环境，影响用户体验。

虎鲸也有可能后续有修改配置的需求。

所以modelarts配置和grampus配置需要支持不重启环境生效

修改配置后执行/api/internal/setting/refresh，配置生效（我只测试了云脑二的imageInfo, 虎鲸的AI_CENTER_CODE_AND_NAME）。这个和首页算力节点需求一起做的，所以放在一个分支开发了。
