#4260 【在线运行notebook】未绑定微信用户点击新建任务会报错提示Error:Request failed with status code 400

正式环境存在该问题。
未绑定微信用户，在在线运行notebook弹窗点击新建任务，界面会先报错提示：Error:Request failed with status code 400，然后再提示扫码绑定微信。

ai_task_refactor_v2_debug分支也能复现。
