云脑2任务列表，状态为START_FAILED的任务，删除按钮不可用。建议改为可用。
CREATE_FAILED状态的任务，也存在该问题。
好像是需要后端修改。
测试结果：删除按钮不再置灰，但是点删除确认报500 error.
已解决。
通过测试，关闭此单。
重新开启该bug，又复现了。
历史数据，START_FAILED状态的云脑2调试任务，删除报500 error。

已修复，可测试。
对于历史数据，有可能是更换资源池导致。
通过测试，关闭此单。
