复现步骤：
前提条件：云脑1已经下线，新建启智集群CPU调试任务会失败。
1.进入代码仓浏览ipynb文件，点击在线运行notebook按钮
2.选择CPU环境，点击新建任务。界面会提示：正在等待分配资源，请耐心等待
3.按下F12打开开发者工具，观察任务状态
期望结果；任务会created_failed，界面给出准确提示
实际结果：界面一直提示“正在等待分配资源，请耐心等待”
最新效果是：回到初始状态，新建任务按钮可点击，提示“当前资源充足，没有任务排队”。 @tanglj 待确认需求，是否要显式提醒用户 任务创建失败了。
1、创建任务失败时，建议提醒用户创建任务失败，如果能列失败原因也列上。
2、回到初始状态页面提示，或者在等待分配资源的页面提示，都可以。
