复现步骤：
前提条件：有两个.ipynb文件A、B，其中文件B的路径包含中文
1.代码仓浏览文件A，点击在线运行，选择GPU环境，点击新建任务，点击调试
2.代码仓浏览文件B，点击在线运行，选择CPU环境，点击新建任务，点击调试
期望结果：
1.jupyter打开，默认加载文件A
2.jupyter打开，默认加载文件B
实际结果：
1.PASS
2.FAIL。jupyter打开了，没默认加载文件B，左侧导航树停留在根目录。手动一层一层点进去，中文目录名显示成乱码

GPU环境也可以复现，是该环境对中文编码支持不好。依赖第三方解决。
GPU环境下，默认加载ipynb文件可以正常展示中文目录，但回退到该目录上一级，就会看到中文目录显示成乱码了。点击后报错Directory not found。
