问题已修改，修改为定时任务去发送迁移文件时，发现迁移服务挂了，就将任务状态置为失败。
但是失败后，点击“重新迁移”，页面又回到上述迁移等待页面，待下次定时任务再次置为失败。
增加了服务回调接口，服务端重启时通知社区后端，重新触发迁移文件
待迁移服务恢复正常后，点击“重新迁移”，模型能正常迁移完成，所以该现象可接受。
