针对 Non-IID 数据，FedAvg 并不是最优的聚合方案，探索不同的融合策略使得模型针对这种非独立同分布的数据更加鲁棒和有效？

CIFAR-10:10个类别 训练5000张 测试1000张
cifar100:100个小类，每个类600张图像，训练500， 测试100，包括：airplane、automobile、bird、cat、deer、dog、frog、horse、ship、truck，10个大类下的10个小类

精度直接从0.91-0.82
