白皮书辅助对齐
查找中文文本和英文文本中的标题，若相邻两个标题之间中英文的段落数一致，则默认为对齐，否则需要人工对齐，用于筛选出需要人工对齐的部分。
使用方法
- 将网页上的内容分别复制到raw.zh和raw.en中，从前言开始一直到文末。以http://www.scio.gov.cn/zfbps/32832/Document/1732898/1732898.htm 和http://www.scio.gov.cn/zfbps/32832/Document/1732900/1732900.htm 为例 可得项目中两个文件
- 运行preprocess.py, 可得到preprocess.zh和preprocess.en两个文件
- 对preprocess.zh和preprocess.en两个文件中，被'----'和'****'包裹住的部分进行人工核对，如下图所示
