【云脑】评测任务增加模型评测。

1、评测任务分类两类：算法评测、模型评测。已有算法评测，本次增加模型评测。
2、本次增加的模型评测包含两种类型：snn4imagenet、brainscore评测类型，分别提供样例项目。
3、支持新建模型评测任务。
4、评测任务列表页面增加显示模型评测任务（不需要评分+排行榜）。
5、个人中心 > 云脑任务页面的，模型评测任务也应该归到模型评测类型任务中。

后端改动：
snn4imagenet、brainscore是原有的job类型，后台修改把这两种job类型归为评测类型。

（1）个人中心->云脑任务页面：查评测任务时会同时查询BENCHMARK
、SNN4IMAGENET、BRAINSCORE三种类型任务
（2）云脑任务管理后台页面：查评测任务时会同时查询BENCHMARK
、SNN4IMAGENET、BRAINSCORE三种类型任务

（3）创建评测任务：
模型评测：提交后端的表单数据参考原来的Debug任务,界面的评测类型为SNN4IMAGENET时，传给后端的job_type为SNN4IMAGENET，界面的评测类型为BRAINSCORE时，传给后端的job_type为BRAINSCORE。资源规格显示同算法评测，传给后端的资源ID为1。
（4）评测任务列表: 每条记录增加了BenchmarkType字段，取值为算法评测、模型评测
