#4567 【平台路径】DCU调试任务容器内安装python包失败

新建DCU调试任务，进入容器后运行pip install <python包名>命令，会失败。
conda install也失败。

[denglf@454c05c3091e tmp]$ conda install openi_test
Collecting package metadata (current_repodata.json): failed

NoWritablePkgsDirError: No writeable pkgs directories configured.

  • /opt/conda/pkgs
  • /work/home/denglf/.conda/pkgs
