关于NPU智算网络的一个建议

NPU智算网络能否考虑在创建任务的时候增加一个选项就是代码是否需要联网，如果需要联网，在分配资源的时候只分配可以联网的智算中心资源，无需联网的话就不限制分配的智算中心资源，都可以分配给无需联网的。

这样一来可以避免，需要联网的代码经常会分到不能联网的智算中心。然后就是反复的结束任务修改任务启动任务。而且对于不了解的用户可能会以为智算网络无法联网。
