智算网络的结果下载优化

有用户反馈，建议增加智算网络中其他状态的结果下载。

目前智算网络中只有当任务全部跑结束之后，才支持相关文件下载，而若强制中断任务，是无法下载其中相关文件的。

是否可以提供相关支持：

能否支持强制中断任务场景下的相关文件下载；
能否支持如启智集群一样，在训练过程中就能下载相关文件，而非任务停止后。
