关于调试任务的 资源分配时间以及空闲情况说明

从平台产品的设定来看，调试任务更接近实时调试，而非像训练任务中的脚本服务。其对于用户而言，更偏向即开即用，但从目前平台的使用情况而言，有时调试任务的Waiting时长相对较长，这与用户的需求相悖。因此平台可以做如下几点优化：

提高平台调试任务的资源分配时间，尽量做到即开即用；
平台可以在调试任务中增加目前资源池中是否有资源空闲、以及预计的waiting时长，可以供用户合理安排任务时间。

已优化体验，增加前面排队人数
